A short propaganda film about a racist dog that was obviously made for the classroom, in a time period when racial tensions were high and mighty for everyone. In that respect, I can definitely see the need for such a film, and in the early 1950's, films like 'Skipper Learns A Lesson' were probably taboo rarities.
Made in the 1950s, this short by Sid Davis is both corny and quite progressive for the era it was made in. Skipper is a dog who won't play with other dogs in the neighborhood because they look different than he does, and in fact he chases them away from the front porch he hangs out on.
